The Aden Governorate Security Directorate has signed today a Memorandum of Understanding (MoU) with Insaf Center for Rights and Development. The agreement aims to formalize cooperation and coordination in areas including supporting law enforcement, protecting human rights, and building institutional capacities to address modern security challenges.
The MoU specifically seeks to enhance the efficiency and professionalism of security personnel, intensify efforts to uphold the rule of law, and strengthen institutional capabilities, particularly in combating cybercrime.
In this context, Major General Mutahar Al-Sha’ibi welcomed the efforts led by the Insaf Center for Rights and Development to empower institutions and support law enforcement. He emphasized the importance of partnership with civil society organizations, noting that such collaboration contributes to improving institutional performance and reinforcing the principles of the rule of law and human rights protection.
For his part, Mr. Saleem Al-Aghbari, Programs and Projects Manager at the Insaf Center for Rights and Development, has expressed the Center’s pride in this partnership, affirming that the MoU represents a practical step toward strengthening constructive cooperation with security agencies. He stated:
“We believe that joint action and synergy between official institutions and civil society organizations is the optimal path to enhancing community security, supporting law enforcement, and building institutional capacities capable of responding to security challenges while ensuring respect for human rights and the rule of law.”
This MoU is part of broader efforts to strengthen partnerships between official institutions and civil society organizations, contributing to the reinforcement of the community security framework and promoting complementary roles between both sides in service of the public interest.
