Insaf Center for Rights and Development conducted the first and second sessions of a series of consultative investigative sessions with stakeholders on 19 and 20 October 2026, as part of the project Breaking the Silence: Exposing Legal and Institutional Gaps in Protecting Survivors of Domestic Violence in Aden through Evidence-Based Advocacy. The sessions brought together representatives from relevant government, security, judicial, and legal authorities.

The first session, titled From Reporting to Protection: Security, Judicial, and Administrative Responses to Domestic Violence Cases in Aden, focused on exploring the procedures for receiving and investigating domestic violence reports, urgent protection measures, referral mechanisms, and inter-institutional coordination. It also discussed the practical challenges that survivors may face when seeking protection and redress.

The second session, titled What Does the Law Provide, and What Needs Reform? examined the legislative and policy framework related to domestic violence, the adequacy of existing legal provisions and procedures in protecting survivors, and the distinction between legislative gaps and procedural and institutional challenges. It also explored opportunities for reform and ways to strengthen the alignment of legislation and practices with Yemen’s national and international obligations.

These sessions aim to inform the investigative report currently being prepared by the Center through discussions of the preliminary findings from monitoring and documenting 30 cases of domestic violence in Aden Governorate. They also provide an opportunity to hear the perspectives of relevant authorities, understand existing challenges and gaps, and develop practical, evidence-based recommendations that contribute to strengthening protection mechanisms and access to justice.

The consultative investigative sessions will continue until 26 October, with the participation of other stakeholder groups, to discuss the religious, social, media, and institutional dimensions of domestic violence, the role of civil society, and women’s protection needs and priorities.

Insaf Center for Rights and Development emphasizes the importance of strengthening dialogue and coordination between official institutions and civil society to help develop a more effective, safer response centered on the rights and needs of survivors. This approach aims to translate research and documentation findings into actionable legal and institutional reform proposals.
